The State Council annulled the Ministry of Education’s circular “Part-time temporary teaching staff” dated September 1, 2005 regulating the employment of teaching staff for the school year 2005-2006.
A petition was filed when the circular was issued for its cancellation on the grounds that hiring temporary staff would impede the appointment of permanent staff leaving thousands idle, negatively impact the education of students without permanent teachers, would permit teachers to work without any job security and pave the way to privatize education.
The State Council concluded the first phase of the case and decided to stop the application of the circular.
The council’s decision was based on the fact that teaching is a career profession, covered under Public Employee Statutes and must be considered a permanent position.
Although it is permitted to employ temporary teachers to teach special courses, the circular exceeded what is permitted.
The Ministry of Education will appeal the decision.
